Update all fields of a specific folder link.

    **Supported operations:**
    - Update folder assignment
    - Update person data associated with the phone number
    - Create person data for existing phone numbers without person records
    
    **Phone number consistency:**
    - You cannot change the phone number to a different number
    - You can provide the same phone number (as hashid) to update person data
    - The phone_number field is required for PUT (update) operations, but is optional for PATCH (partial_update) operations
